Special Agent Richard Sabin U.S. Coast Guard
Working with the military police in Honolulu, Special Agent Richard
Sabin identified an individual involved in an alleged stalking and
attempted abduction of a young woman at the Aliamanu Military
Reservation. This brought closure to several similar incidents.
Special Agent Sabin worked closely with the Honolulu Police Department
(HPD) and the Hawaii Police Department when a fisherman was accused of
harassing another fisherman over fishing grounds off the island of
Hawaii. He obtained the assistance of the HPD crime lab to identify a
firearm used to shoot up fishing gear in this altercation. He worked
with the U.S. Attorney's Office and in consultation with the FBI to
prepare the search warrant on the offenders fishing vessel and sought
back-up from the Maui Police Department in executing that warrant.
Since April 2001, Special Agent Sabin has worked closely with the FBI,
DEA, INS, Guam Police Department, and the Saipan Office of Public Safety
in gathering intelligence and planning operations aimed at stemming the
flow of illegal migrants into Guam from the Commonwealth of the Northern
Mariana Islands. His efforts to foster cooperation with these agencies
have increased the Coast Guard's readiness and ability to respond to
migrant issues. Through this cooperation, several migrant smuggling
vessels have been identified. Several migrant smuggling attempts have
been thwarted as a result of his follow-up investigations of approaches
to boat captains for hire to smuggle aliens. Through his work and
fostering cooperative investigative efforts with other federal, state,
local and international agencies, Special Agent Sabin has enhanced the
Coast Guard's law enforcement efforts, not only in Hawaii, but also
throughout the Coast Guard's area of responsibility in the Pacific.
