Major Susan Ballard - Honolulu Police Department
Major Susan Ballard has been employed with the Honolulu Police Department since 1985. She has moved up the ranks at a very rapid rate which speaks to her competence, creativity and willingness to take on difficult tasks. She has worked in patrol, the training academy, and information technology and is currently assigned to the Finance Division.
Lieutenant Bernadine Campbell - Honolulu Police Department
Lieutenant Bernadine Campbell has served 17 years with the Honolulu Police Department. Her accomplishment includes supporting the Honolulu Police Departments primary goal of reducing domestic violence-related injuries and deaths. In addition she is commended for her commitment to public service to improve quality of life for Oahu families. Her current assignment is Lieutenant in the Juvenile Services Division which oversees juvenile runaways. She has previously been in receipt of the Police Officer of the Year award.
Special Agent Nancy E. Coberly - Criminal Investigation Division, Schofield Barracks, Hawaii
Chief Warrant Officer Two Nancy E. Coberly is the Team Chief, Drug Suppression Team, Hawaii Field Office, 6th MP Group, Criminal Investigation Division, Schofield Barracks, Hawaii. She has given outstanding effort in countering drug trafficking targeted at military service members and military communities in Hawaii.
Mrs. Charlene C. Corniel - Goodenow Associations, Incorporated
Mrs. Charlene C. Corniel supervises the Research Services Division of Goodenow Associates, Inc. providing pre-employment background screening for various clients and business entities. She also conducts background investigations on businesses for investigators and clients. Charlene is fulfilling her goal to complete her college studies. She is currently a student at the University of Phoenix working on a degree in business management. She recently was awarded scholarship funds from the American Society of Industrial Security (ASIS).
Staff Sergeant Tara J. Corse - 15th Security Forces, Hickam Air Force Base
Staff Sergeant Tara J. Corse is an exceptional canine handler and base patrolman, selected as the 15th Security Forces Flight Airman of the Quarter for the third quarter 2000 and Airman of the Year for 2000. She earned the title of 'Hawaii's Finest Dog Handler' and 'Top Dog' during the 14th Annual Hawaiian Canine Competition, garnering three awards during the competition to include, First Place in scouting, Second Place in controlled aggression, and Second Place in narcotic detection. She detected and confiscated an undisclosed amount of marijuana hidden inside a sealed cargo pallet while deployed to Johnston Atoll. Handpicked by the Air Force Office of Special Investigations to search a suspected narcotics user vehicle and quarters. She supervises six troops all qualified with scores above 93 percent. Tara sustains an impressive 4.0 grade point average through 25 credit hours at Wayland Baptist University. Dedicated to career progression; two months ahead of schedule on seven level career development course. Community involvement comprises assisting the Honolulu Sheriff's Department with K9 training fostering teamwork between police departments. She was selected by her peers to serve as Vice President of the Security Forces Association.
Major Susan Dowsett - Honolulu Police Department
Major Susan Dowsett has been with the Honolulu Police Department since March 30, 1983, serving eighteen years. Her previous commands were Narcotics Vice and Scientific Investigation Section. She is currently serving as the Patrol Commander at District 4 which encompasses all of Windward Oahu. The District's highest priority is to the campaign against domestic violence. The service and enforcement of court orders for protection are carried out on a 24-hours basis.
First Sergeant Cynthia L. Fischer - U. S. Army Criminal Investigation Division
An accredited and experienced U. S. Army Criminal Investigation Division (CID) Special Agent, Cynthia L. Fischer has excelled over the past year as the First Sergeant for the Hawaii Field Office (CID), Schofield Barracks, Hawaii. Inherent in this position, is overall responsibility for ensuring all assigned and attached personnel to include special agents, investigators, and support soldiers are trained to proficiency on a myriad of individual basic combat tasks, investigative skills, weapons qualification, and physical training. First Sergeant Fischer performed this mission flawlessly. As a result of her efforts, the unit Training Program earned a "strength" rating on a recent command-level compliance inspection. What sets her apart from others, however, is the genuine and unrelenting concern she displays for the welfare of her soldiers, civilians and their families. Day or night, she goes where she is needed Ð whether it is to greet new arrivals at the airport, visit hospitalized personnel, go to a soldier's home to assist in a family crisis, or just lend an ear and provide necessary advice or counsel. First Sergeant Fischer has earned the respect of her subordinates, peers and superiors alike.
Karen L. Garcia - Office of Special Investigations, Hickam Air Force Base
Special Agent Karen L. Garcia is employed by the United States Air Force Office of Special Investigations, Detachment 601. She has been in the military for 22 years. Her current assignment is Superintendent of the Detachment Operations. During her tour of duty in Hawaii she has supervised as many as ten agents involved in numerous complicated investigations. One recent case involved a high ranking Air Force officer accused of forging and falsifying flight record documents. The officer received a non-judicial punishment on all counts.
The Honorable Judge Helen Gilmor - United States District Court, District of Hawaii
The Honorable Judge Helen Gilmor graduated magna cum laude from Boston University School of Law LL.B. She received awards in Constitutional Law, Federal Jurisdiction and Moot Court Competition. Sergeant Margaret Hirakawa - Honolulu Police Department
Detective Maggie Hirakawa has been employed with Honolulu Police Department since 1975. She served for many years (16) as the coordinator of security for the Honolulu Marathon. Her current assignment is working in the Criminal Investigation Division Major Crimes Unit where she has been involved in solving a number of high profile violent crimes. Maggie is also very involved in the community. She is an assistant cub master for Pack 49 and as awarded the prestigious Silver Beaver Award this past year for her leadership with the Aloha Council.
Joan Ann Johnson - Criminal Investigation Division, Fort Shafter, Hawaii
Mrs. Johnson began working for USACIDC in 1984 as a clerk typist (GS-3) at Fort Bliss Texas. She was promoted to supervisor of the word processing center (GS-6) and then quickly promoted to the role of the Investigative Operations Assistant (GS7). Based on her technical expertise, she was again promoted to a GS-11, Criminal Intelligence Coordinator and transferred to Fort Carson, Colorado. In September 1999, Mrs. Johnson was then transferred to Schofield Barracks, Hawaii. Mrs. Johnson earned a Masters of Arts degree in Management in 1992. Awards comprises Meritorious Civilian Service Award, Commander's Award for Civilian Service and numerous performance awards.
Captain Helen Josypenko - Wackenhut Security/Queens Hospital
Captain Helen Josypenko initiated CPR on a fellow Security Officer as they responded to an emergency call. Her fellow officer suffered a heart attack and fell to the floor blocking the door. Captain Josypenko immediately responded to help the fallen officer by jumping through the opening of the office reception window. She quickly performed CPR until the paramedics arrived. She suffered a broken wrist and a bruised knee when landing on the other side of the reception window.
Yasuko Kawakami - Court Interpreter, U. S. Navy Board of Inquiry
Mrs. Kawakami is a Court Interpreter with the U. S. Navy Board of Inquiry and is recognized for continuing excellence in her work performance and life accomplishments in parenting an outstanding citizen and scholar in her son who has been awarded a scholarship to West Point.
Rosaline Lum - Hawaii Region Loss Prevention Supervisor, Longs Drugs
Rosaline Lum has been with Longs Drugs Store since 1980. She previously served at Kahala Mall Shopping Center as Chief of Security 1975-80 and Loss Prevention Supervisor 1970-75. Her first experience in Loss Prevention began in 1963 where she was employed at J. C. Penney Company Ala Moana. She served as Hawaii Retail Merchants Security Management Committee Chairman, and American Society of Industrial Security, Hawaii Chapter Vice-chairman and Secretary. She currently serves on the Cooperation of Police and Security Board. Rosaline helps her community by educating private and public schools and the Retail Community about Shoplifting.
Honorable Judge Marie N. Milks - Circuit Court Judge (Criminal Division)
The Honorable Judge Marie N. Milks graduated from Roosevelt High School, received her Bachelor of Arts from the University of Hawaii, attended a summer session at Columbia University, and received J. D. from Georgetown University Law Center. Professional experience: Circuit Court Judge assigned to the Criminal Division. District Court Judge, Acting State of Hawaii Public Defender, Deputy Public Defender, Research Assistant, Hawaii Legislature 1973 and the U. S. Department of Justice 1972. Cynthia Rabago is the Tripler Provost Marshall Office nominee. She has seven years experience as a Security Assistant and Office Manager at the Tripler Provost Marshall Office. She is responsible for the NCIC, Vehicle Registration and access control. A retired U. S. Navy Storekeeper she has served the nation with distinction. She is the proud mother of a Honolulu Police Department Officer, Chris Rabago. She is a respected member of the Tripler staff always going the extra mile to accomplish the mission.
Lana M. Rapoza - Assistant Manager, Security Services Hawaii Convention Center
Lana M. Rapoza is the Assistant Manager, Security Services at the Hawaii Convention Center where she oversees security and transportation functions. She supervises a staff of five supervisors and fifteen security officers. She plans, coordinates, and implements security requirements, unique to each client and event. Her interest in law enforcement began in the early 1990's. She obtained an Associates of Science degree in Administration of Justice from Honolulu Community College. While working in retailing inquired and got into loss prevention. She is presently pursuing a Bachelor of Arts degree at Hawaii Pacific University. Ms. Rapoza is a member of HVISA.

Staff Sergeant Dorothy Robb - 25th MP Company Schofield Barracks, Hawaii
Staff Sergeant Dorothy Robb served as a Schofield Barracks patrol supervisor serving a community of more than 50,000 soldiers, civilians, and family members. As a patrol supervisor, Staff Sergeant Robb controls the on-duty community on a daily basis utilizing her inter personal communication skills. This has enabled her to build a trust with the community she serves which helps her de-escalates situations prior to them becoming volatile. Staff sergeant Robb has served as a Military Police Investigator and Drug Suppression Team Member. Staff Sergeant Robb has attended the Hostage Negotiator Course, Maltreatment Children Course, the Street Survival Course, and a course in Interviewing Abused Children. Staff Sergeant Robb is a technically proficient, hard working, enthusiastic leader who contributes to the unit mission everyday.
Special Agent Deborah A. Rocco - Naval Criminal Investigative Service Field Office Hawaii
Special Agent Deborah A. Rocco has been employed by Naval Criminal Investigative Service (NCIS) for 14 years as a criminal investigator, and has been assigned to the Hawaii Field Office since June 1998. She is the senior-most agent assigned to the Computer Investigations and Operations Division, with considerable experience in federal criminal offenses relating to computer crimes, knowledge and expertise in Navy and civilian computer infrastructure. She is at the forefront of developing and executing proactive operations to detect, deter, and guard against intrusions, hacking, and other malicious cyber acts. In her role as an adjunct staff officer, Ms. Rocco has been the principal law enforcement and counterintelligence representative to the respective information operation cells, executive steering committees, plans and exercises staffs, and senior executive staffs. In addition to tracking, analyzing and briefing significant national-level investigations and operations, across the Army, Navy and Air Force boundaries potentially affecting the entire Pacific AOR, Agent Rocco has also assisted in writing policy and implementation plans to protect against and recognize computer infrastructure incidents affecting virtually every theater command. She clearly stands out among her peers in the law enforcement community as an articulate, personable, diversified, intelligent, and highly capable employee who has succeeded in attaining standards of excellence in her very demanding career.
Doreen Shiramizu - American Executive Security
Doreen Shiramizu has donated hundreds of hours to assist various security organizations with fund raising efforts. She has worked diligently to help support Hawaii Joint Police Association (HJPA), HIVSA, and American Society of Industrial Security (ASIS) Hawaii Chapter. She has also volunteered her time to help with the Law Enforcement Awards Luncheon (LEAL) and the Crime Stopper Recognition Luncheon. Her assistance contributed greatly toward the overall success of the various fund raising efforts and special events.
SSG Dianna Smith - Provost Marshall Office, Schofield Barracks, Hawaii
Staff Sergeant Dianna Smith is the 25th Military Police Battalion at Schofield Barracks nominee. While assigned to the Community Police Platoon, SSG Smith completely revamped the Police Eyes and Ears Program (PEEPS). PEEPS are designed to encourage citizens to report suspicious activity in their neighborhoods. Her efforts resulted in over 1,000 new enrollees during a 5 month period. During the National Night Out, SSG Smith promoted community involvement for crime and drug prevention through her interaction with community mayors and families. During the National Night out walk, SSG smith apprehended a suspect for trespassing and damage to government property. SSG Smith set an example for the community to because more actively involved in the crime fighting efforts on Schofield Barracks.
Lieutenant Sherry L. Stacy - United States Army, Police Company
Lieutenant Stacy began her law enforcement profession June 1981, as a traffic control officer for the Hawaii Protection Agency, which was dedicated to enforce various Federal and State Law, and City and County of Honolulu Penal Code at the Honolulu International Airport. In April 1987, she accepted a Police Officer position with the Barbers Point, Naval Air Station, Hawaii, Security Department, and on numerous occasions performed Supervisory Police Officer (SPO) duties (desk supervisor) and Traffic Investigations. In July 1991, she accepted a Police Officer position with the US Army Law Enforcement-Hawaii, assigned to the Waianae Army Recreation Center. In January 1993 she was assigned to Schofield Barracks. In April 1993 she accepted a Sergeant position. In March 1995 she accepted Lieutenant position and was reassigned to the Waianae Army Recreation Center until June 1996. Sherry is presently, the Fort DeRussy Officer in Charge, Detachment Commander. She is also responsible for Department of Defense assigned to special units such as, MPI, Traffic, Dare and Vehicle impound.

Mrs. Steidl-Appell maintains the Hawaii Joint Police Association (HJPA) web page in an outstanding manner, contributing greatly toward keeping our members and associates informed on all matters pertaining to the organization.
Sergeant Fay Tamura - Honolulu Police Department
Sergeant Tamura began her career with the Honolulu Police Department on February 21, 1980. Sergeant Tamura very effectively supervises and leads a total of three diverse units within District 2 comprising District Resource Unit, Beach Task Force and Power Watch. Her expertise and resourcefulness in identifying problems and creating solutions within the community and with the police resources under her supervision was one of the many reasons that she was honored as the district's nominee for Sergeant of the Year. Her commendable leadership style has fostered a work environment of high performing, highly motivated and dedicated officers.
Martha Torney - Program Specialist, SR-24, Planner for the Department of Pubic Safety
Martha is one of the most dedicated professionals in her field and her contribution to the field of corrections is extensive. Martha's corrections career spans 32 years. Her work in the correctional field actually started in a juvenile training school in 1969. Martha moved to Hawaii in 1973 and worked for Project Lift Up, a private non-profit organization, as an Outreach worker. The primary focus of the project involved probationary use, dealing with paint sniffers in the Kam IV housing. Martha states she has a fascination for corrections work. Martha is one of the architects of Hawaii Sex Offender Treatment Program. She participated in creating the Office of Youth Services. Martha began working at the old Hawaii State Prison (now Oahu Community Correctional Center) in March 1977. Martha held a second job working at the King Kalakaua Center for Humanistic Psycho-therapy as a psycho-therapist. Martha also worked at the Hawaii Youth Correctional Facility. In July 1980, Martha began working with the Hawaii Crime Commission as a Researcher. In September 1982, she became Director of Mediation for the Neighborhood Justice Center. In September 1984, Martha accepted a position as a Corrections Program Specialist with the Corrections Division of the Department of Social Services and Housing. Martha held various CPS positions Martha currently focuses her energy as a department planner. She is involved with a variety of projects for the Department of Public Safety's legislative responsibilities. Martha finds great satisfaction in developing public policy for the Department of Corrections. In her spare time she teaches at the university level as adjunct faculty at Chaminade, University of Hawaii, and Honolulu Community College, Hawaii Pacific University, lecturing in the Criminal Justice programs.
Captain Kathleen Turner - Deputy Provost Marshal Schofield Barracks Hawaii
Captain Turner serves as the Schofield Barracks Deputy Provost Marshal serving a community of more than 50,000 soldiers, civilians, and family members. As the Deputy Provost Marshal, CPT Turner led the complete re-certification of the Military Working Dogs (MWD) section, which is critical in the war against drugs and bomb detection. This along with her efforts to enhance Military Police presence within the community of Schofield Barracks and surrounding areas of responsibility has resulted in 26 DUI apprehensions and more than 1200 traffic citations being issued throughout the Schofield Barracks Military Community.
Pamela Zenefski - Goodenow Associates, Incorporated
Pamela Zenefski is a Senior Researcher and Document Specialist with Goodenow Associates, Incorporated, where she began her career as a clerk in 1974. As an expert on public agency documents, Pam has coordinated the research and documents on hundreds of local, national and international matters, assisting clients with acquisitions, mergers, asset researches and complex litigation. Pam has researched and coordinated documents on such notable cases as the Hawaii Heptachlor, Asbestos and Tobacco litigation, the Ronald Rewald and Honolulu Liquor Commission Investigations. She most recently served as the Document Coordinator for the Department of The Attorney Generals Investigation of Bishop Estate, where over three hundred thousand documents were handled. Pam's experience, knowledge and understanding of public record research have made her an invaluable asset to the firm and their clients. In addition to her duties, Pam is also a Hawaii Notary Public.
