Policy & Procedures

Installation

The elected officers shall assume office immediately upon the adjournment of the final business session and shall be officially installed at the annual meeting in December. The installation ceremony, supervised by the Executive Committee, is a formality, which if not held, or not attended by a newly elected officer, does not affect the time at which office is assumed. Both elected and appointed officers shall normally take the oath, which shall be repeated as follows:

Oath of Office

I, (state name), having been elected or appointed to the office of (state office), do solemnly swear (or affirm) that I will faithfully execute said office to the best of my ability; that I will support and defend the Hawaii Joint Police Association; that I will uphold the ideals and traditions of HJPA; and that I will abide by all rules and regulations to which I am subject, so help me God.

Colors, Seal and Logo

The official colors of the HJPA are green and white. The HJPA Logo will be in accordance with the existing colors, i.e. a circular star. The corporate seal for HJPA will remain in the possession of the association secretary. The podium logo, national colors, and HJPA colors shall be secured by the sergeant-at-arms.

Dissolution

In the event HJPA must be dissolved, the assets, after all debts have been paid, shall be donated to one or more charitable organizations. The members present at the final meeting shall decide the recipients of the assets. State and local laws and the requirements of the U.S. Internal Revenue Service shall be adhered to during dissolution proceedings.

Code of Conduct

The HJPA Code of Conduct applies to all members. The code provides a moral obligation for members to adhere. The Code charts the course for the honorable and provides standards by which to judge the transgressor. Each individual, who purports to act in the name of the association, should aspire by their conduct to rise above minimum standards, bearing in mind that the respect and confidence of the members of the association, whom they serve, require the highest possible degree of ethical conduct.

Officers and Directors

Officers, elected and appointed, are guardians of the reputation as well as the property of the association and play vital roles in its preservation and progress. It is their obligation to act for and on behalf of the association and to maintain and adhere to the highest standards of ethical conduct.

Membership

HJPA Members will:

Engage in no activity of any nature that will bring discredit upon the association.

Maintain complete loyalty to the HJPA.

Endorse no product or service on behalf of HJPA unless approved by the Board of Directors.

Work harmoniously will all law enforcement and private security, including the Armed Forces, Coast Guard, and other government agencies and military related associations.

Accept no gratuities or special compensation for the performance of acts on behalf of HJPA from any individual member, or any other person or organization except with the knowledge and consent of HJPA Executive Committee.

Neither engages in, nor countenances, any exploitation of HJPA by any person or organization.

Recognize and discharge responsibilities of the HJPA to uphold all local, state, and federal laws and regulations relating to the association’s activities.

Exercise and insist on sound business principles in the conduct of the affairs of HJPA.

Not use the Hawaii Joint Police Association or the abbreviation HJPA directly or indirectly, to influence the support of any political party or candidate for nomination, election, or selection to any federal, state, county, city or other political office.

Use only legal and ethical means in any efforts to influence legislation, regulations, or administrative policies and determinations. In this regard, members will not use the name of HJPA, directly or indirectly, to influence said governmental policies or determinations, unless specifically authorized to do so by the Executive Committee of HJPA. Recommendations for proposed federal, state, local governmental legislative or regulatory actions shall be forwarded to the HJPA Legislative Liaison committee for evaluation and consideration of appropriate coordination and concerted action by the Executive Committee.

Issue no false or misleading statements of any nature, whether they affect HJPA, other associations, or other individuals and organizations.

Utilize every opportunity to promote public understanding of HJPA and its objectives.

Maintain the highest standards of personal conduct so that HJPA will have an indisputable image.

Appointed Officers

The Immediate Past President shall serve as an advisor and counselor to the Executive Committee.

Chaplain. The Chaplain, appointed by the President when necessary, shall conduct non-sectarian opening prayers at all meetings as directed by the President.

Sergeant-at-Arms. The sergeant at arms is responsible for setting up the meeting room, display of the logo, colors, and podium speakers. He will assist the Secretary and Treasurer in the collection of fees and other duties as directed. It is the sergeant at arms responsibility that only authorized persons are admitted to board meetings and he shall maintain order at all meetings. The sergeant at arms with an appointed member assistant shall count all votes and report the results to the President.

Elected Officers

The criteria for election, in the general sense, is based on several years observation of elected officers and their contributions to HJPA. Each candidate for election must be a regular member, must meet the basic requirements for the office and should meet the following additional qualifications:

Have a thorough understanding of HJPA, gained through participation in functions.

Have background, training, appearance, and personal and leadership qualities that will enable the candidate to present a positive image to the public if elected.

Have the desire to serve in a leadership position and have the time and energy required to perform a myriad of complex and time consuming duties.

Have the ability to visualize and develop methods of accomplishing goals and to see tasks through to completion.

Have the vision to accept their role as part of a total organization rather than as an individual operation.

Standing Committees

Awards Committee. It shall be the duty of this committee to comply with the spirit and intent of the HJPA Awards Program and to ensure that all persons eligible or recommended for an award receive fair and equitable consideration. The committee should recommend an HJPA member for annual recognition in the Law Enforcement Appreciation Luncheon ceremony held each October.

Budget Committee. The budget committee is a sub-committee of the Finance Committee. They shall prepare and submit an annual budget request to the Executive Committee. Expenses for the previous year, as well as for current year objectives must be considered when preparing the budget request.

Finance Committee. It shall be the duty of this committee to advise on all matters concerning the administration and financial affairs of HJPA. It shall review proposed budgets and make suggestions to the Executive Committee on the allocation of HJPA funds. It shall advise on the maintenance and acquisition of all owned or leased properties and shall oversee the procurement of high cost items of equipment, services, and supplies. The committee shall perform such other duties as may be prescribed by the President or the executive Committee.

Legislative Affairs Committee. It shall be the duty of this committee to formulate the association's support for Hawaii legislative program and when appropriate national legislative programs. The committee shall encourage the submission of resolutions by all members of the HJAP and shall recommend to the Executive Committee, those resolutions that should be included in the HJPA legislative program. The committee maintains liaison with other law enforcement and private security organizations. The committee advises the Executive Committee and the President how to react or stand on legislative matters of an emergency nature.

Membership Committee. It shall be the duty of this committee to promote membership in HJPA and advise the Executive Committee on matters pertaining to membership, recruiting and retention of members, and aid in establishing programs favorable to expanding the growth of the association. It shall be the duty of this committee to investigate charges and allegations made against any member of the HJPA, which could affect continued membership, and to make recommendation to the Executive Committee. The committee shall perform such other duties directed by the president.

Program/Training. The Vice President shall serve as the Program/Training Committee Chairperson. Responsible for developing programs/training, securing speakers/trainers, and logistics.

Public Relations Committee. The purpose of the PR is to increase the awareness of HJPA among the local communities. The PR committee shall publicize accomplishments by HJPA members that enhance the association's image and reputation.

Scholarship Committee. It shall be the duty of this committee to administer the HJPA Scholarship Program in accordance with the policies and procedures established by the Executive Committee.

Social/Welfare. The Treasurer shall serve as the Social/Welfare Committee Chairperson. Shall arrange for the purchase of get well and/or bereavement cards, flowers or wreaths as provided for in the budget, in response to serious illness, hospitalization, or death of a member.

Ways and Means. The Ways and Means Chairperson(s) shall determine ways and means to raise funds as determined by the budget.

Special Committees

Bylaws and Policy Committee. When this committee is appointed it shall be their duty to review recommended changes to the HJPA Bylaws, Operating policies, and draft necessary amendments to be forwarded to the Executive Committee for review and presentation to the membership during the December annual meeting.

Nominating Committee. At least six months prior to the annual meeting, the committee shall begin soliciting resumes from regular HJPA members who wish to seek election as officers.

Committee Reports. When there is new information or business to report, the chair of each committee shall submit a written report to the President one week prior to the HJPA Board or General Membership meeting.
