Council of Police and Private Security (COPPS)
The Council of Police and Private Security was created by the Honolulu
Police Department in April 1986 under the leadership of Chief Douglas
Gibb. It was inspired by national trend toward increased cooperation
between public policing and private security. Since the police and
private security share a common goal of preventing crime, they have a
mutual interest in pooling resources and efforts.
The Council provides a forum for the exchange of views between the
police and private security, develops programs of mutual interest,
designs solutions to mutual problems and establishes understanding and
support on matters of mutual concern.
Under the current leadership of Deputy Chief Michael Carvalho, the
Council has continued to work closely with private security to achieve
its goals and embodies the concept of "E Pupukahi" (We Are One).
