MARCH NEWSLETTER
The March meeting of the HJPA was a great success. There were 43 members
and guests in attendance. Bill Clark, the recently retired Deputy Chief of
Police was the drawing card and he gave an excellent overview of HIDTA in
Hawaii. Some of the remarks Bill made include:
The High Intensity Drug Trafficking Area (HIDTA) program provides resources
to areas identified as having the most critical drug-trafficking problems that affect
the rest of the country. The HIDTA is a project that is funded by the Office of National
Drug Control Policy (ONDCP). HIDTA creates Federal, State, and local partnerships in the
most critical drug-trafficking areas to tailor anti-drug goals into regional solutions.
The HIDTA Program was created by the Anti-Drug Abuse Act of 1988 authorizing
the Director of ONDCP to designate areas of the United States as HIDTAs. ONDCP
has designated 21 HIDTAs located throughout the country. In Hawaii, Bill was
named as the Director and is assigned to the officer of the U.S. Attorney
working directly under Steve Alm.
The National HIDTA Information Unit promotes information sharing among the
HIDTAs and informs a wide audience of the work and accomplishments taking place at
the HIDTA regions across the country. The Unit educates the public, law makers, news
media, and the various HIDTAs about the actions and activities of the law enforcement,
treatment, criminal justice and prevention initiatives funded in those critical drug
areas as designated by the Director of the Office of National Drug Control Policy. The National
HIDTA Information Unit offers editorial assistance to all of the HIDTA regions,
providing support for the preparation of annual reports, threat assessments, and other
publications. The National HIDTA Information Unit serves as a clearinghouse so that all
regions may give and receive important information on topics, trends, and important
developments that impact everyone involved in the nation's fight against the drug problem.
UPCOMING EVENTS:
President Pat announced that in April we have invited Howard Tagomori, Chief of the US Marshal Service for Hawaii. In May we will be hosting the 2nd annual salute to women in executive positions and law enforcement/private security jobs. In June Mayor Harris will be out guest speaker.
TIDBITS:
President Pat has added a FAX tree to our e-mail list thus further reducing
hard copy mailings. Please provide by response to this letter your fax
number if you desire to receive notices by fax.
Pat announced a fund raising golf tournament with HVISA, ASIS and LEAL.
Former president John Rybczyk and former Administrator for the Honolulu
Liquor Commission and currently with the Department of Public Safety
announced that this would be his last meeting with the HJPA. He and his
family are moving to Florida. We will miss the Rybczyk's and thank him for
his past services to the organization and ask that he remain in contact with
us via the Internet.
CORPORATE MEMBERS:
At the May meeting the following Corporate Members paid their dues:
- Royal Guard Services, Inc. (Rags Scanlan) - Mahalo Royal Guard and Rags
- Goodenow Association (Joe Cabrejos) - ditto
- Loren Kushiyama - old friend, new corporate member
COLONEL STEER - Colonel Steer was quiet, because he said he forgot his hearing aids. He had a good joke for us, but it will have to wait for another month.
HURRICANE FOOTBALL - The Halawa Prison Staff is doing a great job getting
our police athletes into shape to take on the US Law Enforcement All
Americans in April.
PCSING - LTC Steve Volkman, PM at Schofield Barracks and a good supporter
and member of the HJPA will be PCSing to the mainland next month. We hate
to see him leave and hope his replacement joins our ranks.
WAYS AND MEANS - We have ordered 50 new caps and Pat is considering a
quality sports shirt. We have a new supply of vehicle decals. See Ken
McWade. Donations accepted for decals.
Because of Gene Haverty reprinting the 1972 HJPA roster, voices from the
past are resurfacing. For example Mort Terwilliger from the Shafter MPs in
the 70s made contacted as did Jim Wolford. DW Ayers, of Ayers Auto
Electric, Inc. renewed all the way from Virginia. Larry Wolfe in the
Pentagon has made contact and Colonel Pat Lowrey from the MP Officers
Association is providing excellent liaisonship, advice and mentoring. I
will be producing a better Newsletter as time goes on.
Support the HJPA - bring a friend to the meetings, sign up youth at $5, get
the next generation in position to take over.
