Francis Keala joined HPD in 1956 and retried in 1983 after 27 years of service. He served as Chief of Police from 1960 to 1983. During his tenure he initiated several joint programs with federal, local and military law enforcement agencies in hawaii. "Operation Hukilau" and "Operation Green Harvest" were two of several programs. Seeking community involvement, he was also responsible for implementing "Crime Stoppers" and the "neighborhhod Watch" programs.

Former Chief Keala joined GTE Hawaiian Tel in 1982 as Director of Security, After ten years of service, he retired in 1994. On February 9, 1999, the Probate court of Hawaii appointed him Interim Trustee for the Kamehameha Schools. He served at the discretion of the court with distinguished service until a permanenet Trustee board was selected.

Other activities: Over the years he has been appointed director/trustee to the boards of numerous organizations, i.e., YMCA, Girl Scouts, Aloha Council, St. Louis School, American Red Cross, Sex Abuse Treatment Center, etc.

He is recently on the board of St. Francis Medical Center West, Honolulu Ethics Commission Hawaiian Music Hall of Fame, and the 200 Club.
