The following is the bio that was posted when Norman was inducted as a charter member of the HJPA Hall of Fame in 1999. His presence and spirit will be missed.
Norman D. Osthoff, Jr. for distinguished service as a former member of the Honolulu Police Department, retiring with the rank of Major and later the Director for Security and The Queen's Medical Center. An FBI Academy graduate and a dedicated criminal justice professional, Mr. Osthoff contributed to the HJPA serving two terms as president. Mr. Osthoff was Hawaii's first "official" Top Cop in 1992.
NORMAN DEAN OSTHOFF, 76, of 'Ewa Beach, died Dec. 13, 2003. Born in Salina, Kan. Retired Honolulu Police Department major; and chief of security, The Queen's Medical Center; past president, Hawaii Joint Police Association and Xsolo Motorcycle Club. Survived by children, Stephanie Stanek, Patrick, Teresa Osthoff-Cambonga, Sandra Pasoquen, Mary Burgess, Norma Osthoff and Michael Paine; 16 grandchildren; 19 great-grandchildren; sister, Frances Morelock. Visitation 6 to 9 p.m. Friday at Sts. Peter and Paul Church, Kaheka Street; Mass 7 p.m. Visitation also 9 a.m. Saturday at Mililani Memorial Park Mortuary, Mauka Chapel; service 10 a.m.; burial 11 a.m. at Mililani Memorial Park. Holiday attire.
I attended Norman's burial service at Mililani Cemetery today. Lots of people, about 140 is my estimate. He had a big family and all the children and many grandchildren spoke or danced and had a part in the services. I saw 3 other HJPA presidents there, Ellie Kaanana, Dovie Borges, Ronald Jones. Donald Dias, Abe Farias, Pat Jones, Jerry Postmus were some of the HJPA members I saw. There undoubtedly were others, especially last night. I didn't make the Roman Catholic services at St. Peter and Paul last night, but heard it was a packed church.
Retired HPD Inspector and Assistant Chief Orby Groves gave a nice eulogy that was exceptionally well delivered. HPD had pall bearers all in the rank of Major and the OIC was a sharp Sergeant and a regular Metro Police Officer the escort. Outside the solo bike section of HPD escorted the funeral cortége along with 3 bikes in the trail position.
We remember Norman as a force in local law enforcement that we seldom see. He was a graduate of the FBI Academy, he was a certified college instructor, he was the founder of the modern HJPA and became the first member elected to the Hall of Fame. He was the first Mac McGuire recipient as Hawaii's Top Cop and was the father of hospital security in Hawaii. His last email address was ndblundon@aol.com. (no longer in service)
He will be missed.
