Membership Profile
DR. JACK ANNON
Dr. Jack Annon has presented numerous papers and conducted over 500
symposia, seminars, and workshops throughout the United States and
abroad, on a variety of topics, ranging from lie detection,
criminal personality profiling, and eyewitness identification and
testimony; to forensic hypnosis; ethical and practice issues; and
the detection, assessment, and treatment of sex offenders and their
victims, to name a few. He is a licensed clinical psychologist; a
board certified forensic psychologist; a certified fraud examiner; and a licensed private detective in the State of Hawaii. He has been in independent practice in Honolulu since 1971. He is also on
the faculty of the Departments of Psychology and Psychiatry at the
University of Hawaii, and the American School of Professional
Psychology, Hawaii campus. In addition to being a Fellow of the
American Psychological Association, a Diplomate of the American
Board of Forensic Psychology, a Fellow and Diplomate of the
American College of Forensic Examiners, and a Fellow of the
American College of Forensic Psychology; he is also a member of:
the World Association of Detectives; the American Society for
Industrial Security; the Association of Certified Fraud Examiners;
the American Psychology-Law Society; the Association of Trial
Behavior Consultants; and the National Academy of Forensic
Scientists. He is also a founding member, and past president, of
the Hawaii Organization of Polygraph Examiners. He is on the
editorial boards, and a reviewer for, an extensive number of
professional journals, and he himself has written two books,
contributed chapters to over a dozen other books, and has published
numerous papers in different scientific journals.

A Tribute to a Top Cop
In 1973 I arrived in Hawaii for a second tour of duty with the Military
Police Brigade and it was at that time that I had the honor and privilege to
serve with Rudd H. "Biff" Johnson, who was a Lt. Colonel and the Provost
Marshal for the 25th Infantry Division and Schofield Barracks. Through the
years we had professional relationships and in retirement we both had
parallel careers as civilian members of the Military Police Regiment. It
was with great sadness and a sense of personal loss that I learned that Biff
passed away Friday evening, December 10th.
In 1998 Biff was recognized as the United States Army Pacific "Top Cop"
Award. For the benefit of his many friends I am going to reproduce in the
past tense the article that so aptly described his services to the Army and
the country. "...Mr. Biff Johnson was a consummate professional who dedicated over 42
years to the law enforcement field. His last position as Chief of Staff for
the Military Police Brigade - Hawaii, included serving as the primary
coordinating staff member and advisor to the United States Army Pacific
Provost Marshal. He was responsible for implementing and enforcing all
policies and procedures pertaining to law enforcement, physical security of
arms, ammunition, and explosives; and responsible for physical security of
Army property at unit and installation level. Further he was instrumental
in ensuring the proper implementation of the Army Corrections and Military
Working Dog Programs. He conducted crime analysis to inform senior
commanders within the command of crime trends, as well as to develop plans
to reduce or prevent criminal activities.
Mr. Johnson was a strong advocate for community policing. He was
responsible for rejuvenating the Police Eyes and Ears Program throughout the
Army community of Oahu. This program has been a major contributing factor
to preventing criminal activity due to community involvement, as well as to
enhancing community relations between the military police and the community
they serve. This program was recognized by the U.S. Army Chief of Staff
community of excellence team as an item of great interest to the entire
Army. Mr. Johnson's initiatives and efforts resulted in a steady decrease
in property and personal crime with the Army military community.
His wife Lorraine is assigned to Tripler Army Medical Center as the
Healthcare Administrator for the Department of OB/GYN. The condolences of the Hawaii Joint Police Association are extended to her
and the Johnson family.
