Hall of Fame Members of the HJPA received honors from the City and County of Honolulu for their recognition.
The HJPA Hall of Fame was established in 1999 to recognize individuals in public and private security who have made significant contributions to the security, safety and well being of the citizens of the State of Hawaii. The following are this year's honorees. Their plaques will be on display at the Honolulu Police Department Museum. Thank you for joining us in our celebration of all of their accomplishments.

JACK S. ANNON, Ph.D.
Jack Annon is a forensic and criminal psychologist in independent private practice in Hawaii. He is also the senior risk assessment professional at the Honolulu location of International Assessment Services, who provide violence risk and threat response assessments, and training on the prevention of workplace violence and other unacceptable workplace behaviors. He is also affiliated with Departments of Psychology, Psychiatry, and Obstetrics & Gynecology, at the University of Hawaii; and the Argosy University - Hawaii Campus.
Jack Annon has presented numerous papers and conducted over 500 symposia, seminars, and workshops throughout the United States and abroad, on a variety of topics, ranging from lie detection, criminal personality profiling, and eyewitness identification and testimony; to forensic hypnosis; ethical and practice issues; and the detection, assessment, and treatment of sex offenders and their victims, to name a few. He is a licensed clinical psychologist; a board certified forensic psychologist; a certified fraud examiner; and a licensed private detective in the State of Hawaii.
He has been in independent practice in Honolulu since 1971. He is also on the faculty of the Departments of Psychology and Psychiatry at the University of Hawaii, and the American School of Professional Psychology, Hawaii campus. In addition to being a Fellow of the American Psychological Association, a Diplomate of the American Board of Forensic Psychology, a Fellow and Diplomate of the American College of Forensic Examiners, and a Fellow of the American College of Forensic Psychology; he is also a member of: the World Association of Detectives; the American Society for Industrial Security; the Association of Certified Fraud Examiners; the American Psychology-Law Society; the Association of Trial Behavior Consultants; and the National Academy of Forensic Scientists. He is also a founding member, and past president, of the Hawaii Organization of Polygraph Examiners. He is on the editorial boards, and a reviewer for, an extensive number of professional journals, and he himself has written two books, contributed chapters to over a dozen other books, and has published numerous papers in different scientific journals

ROBERT AU, Deputy Chief of Police, Honolulu Police Department
Robert AU joined the Honolulu Police Department in 1964. He was promoted to Deputy Chief of Police in February 2000 and over the next two years oversaw patrol and then administrative operations.
In 1998, AU was promoted to the rank of assistant chief and oversaw the operations of the Criminal Investigation Division, Juvenile Services Division, Narcotics/Vice Division, and Scientific Investigation Section. He earlier served as a major, lieutenant and detective in the Criminal Investigation Division. He was also the major of District 1 (Downtown Honolulu) and captain of Internal Affairs.
AU is a graduate of the Federal
Bureau of Investigation National Academy in Quantico, Virginia. He has a Bachelor of Arts degree in sociology from Chaminade University.
AU is credited with improving criminal investigation procedures and the creation specialized investigative units, such as the family violence, adult and child sex crimes, and polygraph details

 | EDWARD F. CLARKE, CPP, CFE, DABFE
Edward "Ed" Clarke has served over 26 1/2 years in the U.S. Marine Corps, serving 12 of those 26 years in Hawaii, with the last 7 years as a Polygraph Examiner in Hawaii.
Ed joined the Hawaii Joint Police Association in 1973 while serving as a criminal investigator in CID at Camp H.M. Smith. Ed has been active in HJPA, serving several terms as Vice President. In 1976, when Ed was the VP, the president was able to attend only one meeting during the year, so Ed got his feet wet as the "acting" President. Ed also served as 11+ years as HJPA's membership secretary.
After his retirement from the Marine Corps in 1988, Ed began his second career as President of Ed Clarke & Associates, a private polygraph practice, conducting polygraph examinations for attorneys and psychologists. Ed now has his son, Justin, working with him as a polygraph examiner.
In 1989, Ed went to work for the Defense Logistics Agency (DLA) Defense Criminal Investigative Activity (DCIA) as a Criminal Investigator at Camp H.M. Smith, where he is still employed. Ed is DLAs only Criminal Investigator for the Pacific, covering Alaska, Guam, Hawaii, Japan, Korea and all the Pacific basin countries.
Ed has worked in a variety of assignments over his 40+ years in government service. Besides being a polygraph examiner and criminal investigator, Ed is also a Fellow of the American College of Forensic Examiners; a Diplomate of the American Board of Forensic Examiners; a Certified Protection Professional(CPP); a Certified Fraud Examiner (CFE); a Certified Law Enforcement Polygraph Examiner; a Certified Clinical Polygraph Examiner; and a Certified Hypnotherapist (CHP).
Along with HJPA, Ed is active in a number of other security organizations. He is currently serving his third term as President of the Hawaii Organization of Polygraph Examiners (HOPE); Vice President and Secretary of the Hawaii Chapter of the Association of Certified Fraud Examiners (ACFE); Secretary of the Hawaii Chapter of the Federal Law Enforcement Officers Association (FLEOA); and a member and past Chapter President of the American Society of Industrial Security (ASIS); State Coordinator for the American Polygraph Association (APA); State Representative for the American Association of Police Polygraphists (AAPP); and Past President of the Hawaii Hypnotherapists Association. Ed is also a Trustee of Excelsior Lodge, Independent Order of Oddfellows (IOOF).
Ed obtained an AA in Police Science from Honolulu Community College; a Bachelor's degree in Justice Management from Chaminade University; and a Master of Arts in Management from Central Michigan University.
Ed is married to Dr. Eileen (Ishihara) Clarke and they live in Aiea. They have four children and two grandchildren. In his copious free time, Ed enjoys sailing, tennis, hypnosis and ballroom dancing

BOISSE CORREA, Assistant Chief of Police, Honolulu Police Department
Assistant Chief Boisse Correa has been with the Honolulu Police Department for over 32 years. He is currently in charge of the Regional Patrol districts, Traffic Division, Civil Defense, and the recently created Emergency Management Command.
Assistant Chief Correa has been the Honolulu Police Department's lead coordinator for major events such as Y2K, the Asian Development Bank meeting, Miss Universe Pageant, Michael Jackson concert, and the Pro Bowl. He spearheaded the passage of state legislation banning assault weapons and is responsible for the implementation of the mandatory arrest policy for Abuse of Household Member suspects. Assistant Chief Correa also served as the Chief of Police of the Truk District in Micronesia for two years in the 1970s.
Assistant Chief Correa received his Master's Degree and certificate in Social Work and Public Administration from the University of Hawaii at Manoa. He obtained a Baccalaureate Degree in Police Science and Administration from Sacramento State College and also holds an Associate of Arts Degree in Law Enforcement. Chief Correa attended the Federal Bureau of Investigation Academy in Quantico, Virginia, where he graduated at the top of his class. He is also a graduate of the United States Secret Service's Executive Protection class held in Washington, D.C.
Assistant Chief Boisse also speaks at various organizations on emergency management and homeland security issues. He has been a supporter of the HJPA as well as one of our guest speakers. We honor him today for his contributions and leadership in his capacity as Assistant Chief of Police

MAJOR GENERAL EDWARD L. CORREA, JR., the Adjutant General, State of Hawaii, Department of Defense.
Major General Edward L. Correa, Jr., was appointed the adjutant general, State of Hawaii, Department of Defense, effective December 31, 1999. His previous assignment was as Commanding General, Hawaii Army National Guard. He is the Director of State Civil Defense, provides direct support to the Office of Veterans Services and is co-chair of the State Steering Committee that orchestrates the 50th Anniversary Commemoration of the Korean War (2000-2003).
General Correa was born in Hilo, Hawaii, on July 7, 1943. He was drafted into the US Army in June, 1965 and was commissioned as an armor officer in 1966. He then served with the 3rd Battalion, 1st Brigade, US Army Training Center, Armor (USATCA), Fort Knox, Kentucky. He subsequently served with the battalion as a platoon leader, company executive officer and company commander. He was later assigned to HQ, USATCA, and served as chief, advanced individual training, until honorably discharged in 1969.
General Correa then joined the Hawaii Army National Guard. Throughout the years, he served in various positions including senior tactical officer and instructor at the Hawaii Military Academy; commander of Troop E, 19th Cavalry; executive officer and Commanding General of the 29th Separate Infantry Brigade; commander of the 103rd Troop Command; and commander of Task Force Iniki, Kauai.
General Correa's civilian career included service as supervising deputy attorney general, State of Hawaii, and as a member and chairman of the Labor & Industrial Relations Appeals Board.
General Correa earned his bachelor of science degree and a juris doctorate degree from the University of Hawaii. His military education includes the US Army Armor Officer Candidate School, Infantry Officer Advanced Course, NBC Course, Command & General Staff College and US Army War College.
His awards and decorations include the Legion of Merit, Meritorious Service Medal, Army Commendation Medal and the Army Reserve Component Achievement Medal. General Correa and his wife, Johanna Lenchanko of Honolulu, have three sons, Edward III, John, and Michael; and, daughters, Angela and Mary. They reside in Honolulu,

EDWARD H. KUBO, JR., United States Attorney for the District of Hawaii.
Mr. Kubo is a 1971 graduate of Waipahu High School in Hawaii. He thereafter graduated from the University of Hawaii with a bachelors degree in Political Science, and then obtained his Juris Doctorate from the University of San Diego School of Law (California). He was admitted to the Hawaii Bar in 1979.
On September 4, 2001, President George W. Bush nominated Mr. Kubo to be the U.S. Attorney in Hawaii. His nomination was supported by virtually every federal and state law enforcement agency in Hawaii. On November 30, 2001, the United States Senate confirmed Mr. Kubo's nomination and he was officially sworn in on December 7, 2001.
As the U.S. Attorney, Mr. Kubo leads an office of approximately 65 members, including attorneys and staff. There are 28 Assistant U.S. Attorneys who practice federal criminal and civil areas of the law. Kubo also supervises all military and civilian Special Assistant U.S. Attorneys assigned to work for the office.
U.S. Attorney Kubo's Administration focuses on the federal oversight of all Anti-Terrorism initiatives, establishing "Safe Neighborhoods" in Hawaii, Drug Interdiction, and Safeguarding Hawaii's Tourism Industry. Of course, Mr. Kubo also remains a strong proponent of white collar and political corruption investigations. Mr. Kubo is also a very strong advocate for victims' and witness' rights.
From 1990 to 2001, while serving as an Assistant U.S. Attorney, Mr. Kubo was responsible for the prosecution of major violent crimes, narcotic offenses, white color crimes, and crimes on government reservations.
Mr. Kubo previously served as a Deputy Prosecuting Attorney with the Office of the Honolulu Prosecutor's from 1980-83 and 1985-90. During his tenure, he prosecuted homicides, sexual assaults, narcotics offenses and organized crime cases. Between 1983-1985, Kubo was in private practice and with the law firm of Carlsmith and Dwyer where he specialized in construction litigation and insurance defense.
Finally, Mr. Kubo has been an instructor at the Honolulu Police Academy, the State of Hawaii Sheriff's Academy, and the Pearl Harbor Department of Defense Police Academy, and he has also taught at other state and federal law enforcement agencies throughout

KENNETH W. MCWADE, Attorney at Law.
Ken McWade, who served 7 years as the Treasurer for the HJPA from 1994 until 2001, started out in Kansas City, Missouri and eventually went on to obtain his Bachelor of Science (Business Administration) from the University of Missouri in 1959 and his Master of Science (Economics) from the University of Missouri in 1960.
Mr. McWade then served his country for four years in the United State Navy from 1960 to 1965. He went on to obtain his Doctor of Jurisprudence from the University of Oregon in 1970, his Bachelor of Arts (Anthropology) from the University of Washington in 1977.
Ken's last position of employment was with the Office of Chief Counsel, Internal Revenue Service, where he worked from 1970 until his retirement in

THEODORE I. SAKAI, Department of Public Safety, State of Hawaii, Director (Ô97-'02)
Mr. Sakai, a 1964 Hilo High School graduate, went on to attend classes at the University of Hawaii-Hilo, and graduated from UH-Manoa with a BA in Political Science (1968) and a MBA in 1982.
Most recently Mr. Sakai served as the Director of the Department of Public from December 7, 1998, until December 2002, after his appointment by then Governor Benjamin Cayetano.
A career Corrections Officer, serving the Department of Public Safety (formerly the Department of Corrections and the Department of Social Services & Housing), from August, 1979, to December 2002. His past positions there included Acting Deputy Director, Assistant to the Director, Chief of Staff, Corrections Program Services Administrator, Institutional Support Services Administrator, Corrections Division Administrator, Corrections Division Assistant Administrator and Program Planning Office Administrator.
Mr. Sakai's special assignments included being the Director's liaison with Court Monitor for Consent Decree, Department monitor for Violent Offender, Incarceration/Truth-in-Sentencing Grant, and Monitor for out-of-state inmate contracts.
His numerous accomplishments during his tenure at the DPS, list as follows: Established Program Planning Office, principal author of two strategic plans for Corrections, implemented sex offender treatment programs in Corrections, implemented therapeutic communities for substance abusing inmates, established centralizing food service program for Corrections with central planning and menu planning, located out-of-state prison housing for Hawaii inmates and negotiated contracts for same, developed plan for proposed 2,300 bed prison.
From April 1971 to August 1979, Ted Sakai served as the Executive Director/Counselor for the John Howard Association of Hawaii, and from January 1970 to March 1971, Mr. Sakai was a Probation Officer for the First Circuit Court, Adult Probation Division

C. E. RAGS SCANLAN, CPP, President CEO Royal Guard Security, Inc.
Certified Protection Professional, (CPP), Certified International Investigator (CII) Forensic Security Consultant, retired Detective Honolulu Police Department.
Extensive experience in Law Enforcement and Private Investigations. Also active in Professional and Cultural organizations as well as Youth and community activities.
A founder of the Hawaii State Organization of Police Officers (SHOPO) served as its Legislative chairman and Oahu chairman. Worked as the Executive Director of the Criminal Justice Planning Agency in American Samoa. Recognized as an International Expert in private security and investigations and was selected one of 40 delegates from the United States to visit RUSSIA as guests of the Ministry of Foreign Affairs (Former KGB) in 1992.
Has received numerous citations and honors for community service, youth activities , cultural and ethnic organizations and for response to natural disasters and emergencies. Honored as a "TOP COP 1992" in private security in Hawaii as well as "POLICE OFFICER OF THE YEAR 1972". A book written in Japanese chronicles some of his Investigative cases.
Founder and former President of Hawaii Youth At Risk, former President of the Hawaii Ballet Theatre for Youth, Iolani Alumni Association and member of the Waialae Kahala Neighborhood Board. Is a charter member and serves on the Advisory Board of the Kapiolani Community College.
Education includes Iolani High School and the City College of San Francisco and Chaminade University.

SHIRLEY A. STRECK, U.S. Customs (Ret)
Mrs. Shirley Streck has been a long time supporter of the Hawaii Joint Police Association, either by serving as the Treasurer for a number of years consecutively or by offering her support to her husband, Colonel Al Streck, Sr, USAF (Ret.) during his reign as President of the HJPA. The following is her bio from her recognition as Top Cop at the 1999 Law Enforcement Appreciation Luncheon.
Customs Inspection Assistant Shirley Streck is involved with several law enforcement groups, performs her duties in an exemplary manner, and is a role model of professionalism.
She is a member and has been an officer in a number of law enforcement organizations and the private security sector such as the Hawaii State Law Enforcement Officers Association, Hawaii Joint Police Association, and the American Society for Industrial Security.
Ms. Streck has been a Customs Officer since 1987 and has performed outstandingly and with distinction in every assignment. She has been exceptionally effective in training new Customs employees in the many varied administrative duties unique to this agency. During the past year she exhibited special skills and talents in accepting duties with additional responsibilities. She is always willing to accept new and/or additional assignments.
Ms. Streck exhibits professionalism in all that she does. She is patient, understanding, friendly, yet firm in her convictions and never sways from making difficult decisions. She has the experience of a seasoned veteran. It is perhaps this "seasoning" that enables her to serve as an excellent resource in bridging communications between management and the workforce, particularly during disputes.
She takes pride in her job and it shows. She is a loyal public servant and has earned wide respect and admiration from all that have had contact with her. Her selection for this honor is in keeping with the highest tradition of the U.S. Customs Service and the law enforcement profession.
