2002 HALL OF FAME INDUCTION CEREMONY
The HJPA Hall of Fame was established in 1999 to recognize individuals in public and private security who have made significant contributions to the security, safety and well being of the citizens of the State of Hawaii. The following are this year's honorees. Their plaques will be on display at the Honolulu Police Department Museum. Thank you for joining us in our celebration of all of their accomplishments.

DEPUTY CHIEF MICHAEL CARVALHO, Honolulu Police Department
Michael Carvalho is one of two Deputy Chiefs with the Honolulu Police Department (HPD). HPD is the 18th largest police department in the country and has 2,130 uniformed positions and 551 civilian positions.
Deputy Chief Carvalho was sworn in as Deputy Chief on June 16, 1998. His prior positions include Assistant Chief of the Investigative Bureau, 1996 to 1998; Major, 1989 to 1996; Captain, 1986 to 1989; Lieutenant, 1982 to 1986; Sergeant, 1972 to 1982; and police officer, 1966 to 1972-over 27 years of service to the Honolulu Police Department.

REAR ADMIRAL ROBERT T. CONWAY, JR., Commander Navy Region Hawaii.
Rear Admiral Conway assumed command of both Navy Region Hawaii and Naval Surface Group Middle Pacific on September 2, 2000. As Commander, Navy Region Hawaii, he is responsible for providing base operations support for all U.S. Navy personnel and activities in Hawaii Ð as well as being the Navy's representative to the Hawaii community. His responsibilities encompass nearly 70 Navy commands, 35,000 Sailors and family members, 10,000 civilian employees, and oversight of more than 20,000 acres of land and water.
Rear Admiral Conway's most recent efforts for Anti-Terrorist Force Protection (AT/FP) include the following; Community Relations-Provided assistance to HPD by dispatching Police Officers to provide emergency backup assistance in adjoing City and County areas; Camera Installations-to increase security posture of the Naval Station Pearl Harbor and Iroquois Point at all ingress and egress points; Operations-Provided seamless security for the very successful Ehime Maru recovery operation, as well as security and police services for the world premier showing of the movie "Pearl Harbor"; New AT/FP Equipment-Procured new explosive detectors and walk-through metal detectors, greatly enhancing the effectiveness of Random Antiterrorism Measures program, FPCON implementation procedures and operations for special events.

CAPTAIN DONALD F. DAWSON, University of Hawaii Security.
Captain Dawson has been with the UH Campus Security since 1993. Prior to accepting the position at UH, he was the Manager of Security and Safety with Kapiolani Medical Center for Women and Children. The position with Kapiolani was the beginning of a second career for him, having completed a 30-year career with the United States Air Force.
Don joined the USAF at the young age of 18 after graduating from High School in Quincy California in 1960. He was assigned to the USAF Security Police and remained in that field for his entire career, with assignments as diverse as France, England, Washington DC (Pentagon), Thailand, California, Korea and Philippines, ending his USAF career here in Hawaii. His last active duty assignment was as the Chief of Security Police for Bellows AFS in Waimanalo. While on active duty he received a BA in Criminal Justice from California State University at Sacramento, graduating with honors.
His military decorations include: The Airman's Medal for Heroism, four Meritorious Service Medals and two USAF Commendation Medals. Was recruited into HJPA, in the early eighties by Elwood "Mac" MacGuire.

DETECTIVE LETHA DECAIRES, HPD, Crime Stoppers Coordinator.
Detective Letha DeCaires is currently the Crime Stoppers Coordinator. Her hard work and dynamic leadership have helped Crime Stoppers achieve unparalleled levels of success. Her dedication has allowed Crime Stoppers to put many of Hawaii's fugitives in custody. Letha also works closely with the community and industry associations and groups to promote Crime Stoppers and educate the public.
On October 11, 2000 at the 16th Annual Law Enforcement/Security Appreciation Luncheon, CrimeStoppers was honored for the efforts made to "Work Together to Fight Against Crime and Violence" in the community and schools on Oahu. Detective Letha DeCaires was presented a Top Cop Award from the Council of Police and Private Security for her efforts to facilitate communication, cooperation and coordination between law enforcement agencies and private security.

CREIGHTON W. GOLDSMITH, Chief Inspector, U.S. Customs.
Creighton Goldsmith is Chief Inspector of the U.S. Customs Service Outbound & Anti-Smuggling Division at Honolulu International Airport. He graduated with honors from Cal State University, Long Beach, 1970 with a BA in political science.
He entered the U.S. Customs Service as an Inspector in 1971 at the port of Honolulu. He has served in Laos, Thailand, Korea, the Philippines, Cyprus, Malaysia, Slovenia and Paraguay as an international operations officer. He has testified in drug smuggling cases in Hawaii, Texas, Guam and Canada.
From 1976 to 1978 he was a Program Analyst at U.S. Customs Headquarters in Washington, D.C. In 1998 he accompanied President Clinton on a state visit to China as the press delegation Customs officer. He also serves as an adjunct faculty member of the International Law Enforcement Academy in Bangkok, Thailand. In 1977 he was awarded the Secretary of Treasury's Certificate of Merit for the development of an international program identifying narcotics smugglers profiles that is still taught and used at airports throughout the United States and Europe.

MICHAEL S. NAKAMURA, Former Chief of Police, HPD.
Michael Nakamura was sworn in as Chief Of Police August 1, 1990. Chief Nakamura's efforts to bring the department closer to the community we serve led to the decentralization and expansion of the role of police officers. By promoting the philosophy of community policing and programs such as the Citizens Police Academy, he sought to bridge the traditional gap between law enforcement and the public.
Many significant events occurred during Nakamura's term, including the grand opening of Honolulu's eighth main station, Hale Maka'i, on October 16, 1992 and the expansion of the Honolulu Police Department's crime lab to provide statewide services. In late 1994, then Chief Michael Nakamura brought together a group of employees from all facets of the department. He charged them with the task of formulating a mission statement, which would guide their department into the future. Included in their statement was their commitment to three specific principles: Integrity, Respect and Fairness.
His efforts to encourage female members of the Department led, most notably, on February 16, 1997, to the promotion of Barbara Uphouse Wong to the rank of Assistant Chief. Chief Nakamura retired on December 30, 1997, after 27 years of service to the Honolulu Police Department and continues to provide his expertise and counsel to the people of Hawaii.

PATRICK O'BRIEN, President, Security Resources.
Patrick O'Brien is the President and Chief Executive Officer of Security Resources, a Hawaii based security integration corporation. Through his leadership Security Resources has become a leading security integrator in the Pacific region. He has designed, developed and implemented advanced integrated security systems for a multitude of customers, including hospitals, hotels, government facilities, public utilities, shopping centers and many other commercial customers. Security Resources is responsible for designing and implementing the credentialing and integrated security protection system for the Asian Development Bank Conference, the Antiterrorism/Force Protection security system for the Ehime Maru Salvage effort, and the integrated security systems for many of the Military, Federal, and City and County facilities after the tragic events of September 11th 2001.
