2000 HALL OF FAME INDUCTION CEREMONY
The HJPA Hall of Fame was established in 1999 to recognize individuals in public and private security who have made significant contributions to the security, safety and well being of the citizens of the State of Hawaii. The following are this year's honorees. Their plaques will be on display at the Honolulu Police Department Museum. Thank you for joining us in our celebration of all of their accomplishments.

Rudd "Biff" Johnson - Chief of Staff, US Army MP Brigade-Hawaii (Posthumously)
Elwood G. "Mac" McGuire - State Department Security, Honolulu Office (Posthumously)
Frank D. Slocum - Chief, Honolulu Office, US Secret Service Retired

Rudd "Biff" Johnson (Posthumously)
Mr. Biff Johnson was a consummate professional who dedicated over 42 years to the law enforcement field. His last position as Chief of Staff for the Military Police Brigade - Hawaii, included serving as the primary coordinating staff member and advisor to the United States Army Pacific Provost Marshal. He was responsible for implementing and enforcing all policies and procedures pertaining to law enforcement, physical security of arms, ammunition, and explosives; and responsible for physical security of Army property at unit and installation level. Further he was instrumental in ensuring the proper implementation of the Army Corrections and Military Working Dog Programs. He conducted crime analysis to inform senior commanders within the command of crime trends, as well as to develop plans to reduce or prevent criminal activities. Responsible for rejuvenating the Police Eyes and Ears Program throughout the Army community of Oahu.

Frank D. Slocum
for distinguished law enforcement and secret service. Assignments with the Secret Service included a White House tour with President Eisenhower, and some notable criminal cases while assigned to the Los Angeles Office included arresting Charles Manson for government check forgery before Manson became
infamous. He also arrested the killer of the father of the singing Lennon Sisters of Lawrence Welk fame for writing obscene letters to the
President. At the time of his retirement in 1975, he was Special Agent in Charge in Honolulu with an area covering Hawaii to India. |
