1999 HALL OF FAME - PLANK OWNERS

On Friday, January 8, 1999, at the Honolulu Country Club the Hawaii Joint Police Association (HJPA) founded in 1967, inducted nine of its members into its newly established Hall of Fame. Three of the nine were inducted posthumously.

The HJPA which has a membership of approximatley 175 Federal, State, Military, and Local law enforcement/private security, active and retired members, meets at the HCC on the first Friday of each month. At the January 8th, 1999, meeting the following were installed into the HOF:

1999 - Charter Year

  • Edward A. Berlin - Retired Naval Investigative Service (Posthumously)
  • Donald E. Devaney - Provost Marshal, Tripler Army Medical Center
  • Charles "Chuck" Horstman - Security Manager, First Hawaiian Bank
  • Rudd "Biff" Johnson - Chief of Staff for the Military Police Brigade (Posthumously)
  • Ronald E. Jones - President, Sonitrol of Hawaii, Inc.
  • David W. Smith - US Army Counter Intelligence Officer (retired), Co-Founder of the HJPA
  • Norman D. Blundon-Osthoff - Major, HPD Retired; Security Director Queen's (Retired)
  • George Roberts - Port Director, U.S. Customs Service (Posthumously)
  • Frank D. Slocum - Distinguished law enforcement and secret service
  • William Frank Steer - Major General, USAF Retired
  • Alfred F. Streck - Colonel USAF Retired
  • Frank Sua - Major, HPD Retired (Posthumously)


    Rudd "Biff" Johnson (Posthumously)

    Mr. Biff Johnson was a consummate professional who dedicated over 42 years to the law enforcement field. His last position as Chief of Staff for the Military Police Brigade - Hawaii, included serving as the primary coordinating staff member and advisor to the United States Army Pacific Provost Marshal. He was responsible for implementing and enforcing all policies and procedures pertaining to law enforcement, physical security of arms, ammunition, and explosives; and responsible for physical security of Army property at unit and installation level. Further he was instrumental in ensuring the proper implementation of the Army Corrections and Military Working Dog Programs. He conducted crime analysis to inform senior commanders within the command of crime trends, as well as to develop plans to reduce or prevent criminal activities. Responsible for rejuvenating the Police Eyes and Ears Program throughout the Army community of Oahu.

    Frank D. Slocum

    for distinguished law enforcement and secret service. Assignments with the Secret Service included a White House tour with President Eisenhower, and some notable criminal cases while assigned to the Los Angeles Office included arresting Charles Manson for government check forgery before Manson became infamous. He also arrested the killer of the father of the singing Lennon Sisters of Lawrence Welk fame for writing obscene letters to the President. At the time of his retirement in 1975, he was Special Agent in Charge in Honolulu with an area covering Hawaii to India.

    Edward Anthony Berlin (Posthumously)

    for distinguished law enforcement and private security service as the former Special Agent in Charge of the Pearl Harbor office, Naval Investigative Service and later the Director for Security and the U.S. Navy Exchange Service Hawaii. Mr. Berlin was a past district governor of Rotary International, D-5000 which is the state of Hawaii. He was a past president of the HJPA.

    Donald E. Devaney, CHPA

    for distinguished service as the Provost Marshal, Tripler Army Medical Center, Honolulu, Hawaii and in recognition for his exceptional community service. Mr. Devaney has had a long 45 year career with U.S. Army Law Enforcement and has held leadership positions with many local organizations including the Coalition for a Drug Free Hawaii; the Rotary Club of Pearl Harbor; the Kalihi-Palama Immigrant Service Center; the U. S. Army Retiree Council; the Council of Police and Private Security and the International Association for Healthcare Security and Safety. He has served three terms as President of the Hawaii Joint Police Association.

    Charles L. "Chuck" Horstman

    for distinguished service as a former US Army Special Agent, CID and the Co-founder and past president of the HJPA as well as past president. Hawaii's "Top Cop" for 1995, Mr. Horstman continues as the security executive for the First Hawaiian Bank Corporation.

    Ronald E. Jones

    for distinguished service as President and CEO of Sonitrol of Hawaii, a security alarm company, and in recognition of his community service as President of the Moanalua Gardens Community Association and past Crime Watch team Captain. Mr. Jones is a two term past president of the HJPA.

    Norman D. Osthoff, Jr.

    for distinguished service as a former member of the Honolulu Police Department, retiring with the rank of Major and later the Director for Security and The Queen's Medical Center. An FBI Academy graduate and a dedicated criminal justice professional, Mr. Osthoff contributed to the HJPA serving two terms as president. Mr. Osthoff was Hawaii's first "official" Top Cop in 1992.

    George Roberts (posthumously)

    for distinguished service as a three term past president of the HJPA and a legend of the US Treasury Department, serving as District and Port Director of the Honolulu U.S. Customs Office until the time of his death in 1997. He was the oldest US Civil Service employee in the United States at the age of 89. recipient of numerous honors in his lifetime he is remembered for his dedication to the HJPA and the associations development. Mr. Roberts was Hawaii's "Top Cop" in 1993.

    David W. Smith

    for distinguished service as a Co-Founder of the HJPA and a three term past president. The retired US Army Counter Intelligence Officer devoted a tremendous amount of energy and effort to make the HJPA the association that it is today. He contributed enormous amount of time and personal money to keep its many programs going in the early days of the HJPA.

    William "Frank" Steer

    for distinguished service to Hawaii, the United States of American and the HJPA. Better known as Colonel Steer, this United States Military Academy graduate of 1925 is a living legend. He will be 98 years young on 12 January 1999 and has the best attendance record of any HJPA member. Colonel Steer has been nominated for the French Legion of Honor, that country's highest award in recognition of his World War 1 combat service in France. He was married to the late Doveland "Tootsie" Notley one of Hawaii's most famous dancers.

    Alfred F. Streck, Sr.

    for distinguished service as a two term past president of the HJPA and solid supporter of the HJPA's modernization. His leadership resulted in the HJPA contributing to the founding of the Annual Law Enforcement Appreciation Luncheon award ceremony that has become Hawaii's unofficial "Top Cop" of the year program. A former special investigator with the Honolulu Police Commission, Mr. Streck is a retired United States Air Force Colonel and has served military and civilian law enforcement with great distinction.

    Frank P. Su'a (posthumously)

    for distinguished service as a member of the Honolulu Police Department retiring in 1988 with the rank of Major. Mr. Su'a was a role model for the youth of Hawaii and especially admired by the Samoan community who he worked with closely over the years. He was a charter member of the Western States Intelligence Network Service and later its Chair person. He was president of the HJPA up to his untimely death in November 1997. He was an example of service above self and continued to provide guidance and direction even though seriously ill. His inspiration to all in private security and public law enforcement set the highest of standards and reflected most favorably upon him, his family and the HJPA.
