Elwood J. McGuire
Award
The coalition's highest award is presented for outstanding service,
support, assistance, and other activity that has benefited the field of
law enforcement, private security, or criminal justice. The individual
must have made a significant contribution for a period of at least five
years in the State of Hawaii. Named after the late Elwood J. McGuire,
Security Office for the US Department of State, Honolulu, Hawaii.

This Year's Recipient - 2001
Judge Steven S. Alm, First Circuit
Court
Steven S. Alm was sworn in as judge of the First Circuit on
May 14, 2001. His current assignment is the domestic violence jury
trial calendar. From 1994 until 2001, Judge Alm served as the United
States Attorney for the District of Hawaii. During his tenure, the
United States Attorney's office was very active in prosecuting a wide
variety of cases including political corruption, organized crime, labor
racketeering, civil rights and drug trafficking.
Born and raised in Hawaii and experienced in working with local law
enforcement, Judge Alm made federal/state/county law enforcement
partnerships and cooperation a high priority. He initiated the Weed and
Seed effort and served as the chair of the Weed and Seed Executive
Committee. Through the strategy of resident, law enforcement, social
services, government, business and school partnerships, crime was
reduced in Kalihi-Palama/Chinatown between 1997 and 2000 by more than 70
percent.
Judge Alm was also the founding chair of the Hawaii Density Drug
Trafficking Area Executive Committee formed to more effectively address
the importation and distribution of crystal methamphetamine and other
drugs in Hawaii.
He has served as an Adjunct Professor at the Richardson School of
Law, University of Hawaii. He is a graduate of the University of the
Pacific's McGeorge School of Law, Juris Doctor, 1983, and received his
Master's Degree in Education from the University of Oregon in 1979. He
is a member of the Hawaii and Minnesota State bars.
Judge Alm is married to Haunani Ho Alm, Staff Attorney at the
Department of Commerce and Consumer Affairs. They have a son and reside
in Honolulu, Hawaii.
